When does the Truth Readiness Development (OP) released?

Authorization letter issued after the completion of the progress examined and found satisfactory in terms of health, safety and the environment, (Health Safety & Environment (HSE) and comply with the Standard and guidelines that are running at the moment.

Can ‘Piling’ instituted before the Form C are supported?

Any progress on the site, including the piling is not allowed before the truth Form C is being issued.

What are the documents required for permit applications to start making progress?

Please refer to the key documents required. The applicant is also required to ensure that all required forms with complete and application requirements and documents are complete and exposes a Registered Contractor Registration Certificate is still valid.

Are Form C can be confronted with net Plan?

Form C should not be confronted with Net Plan on net plan is scrutinized for compatibility with the guidelines, standards or amendments if exist. Form C will not be accepted and will be returned.

When Form C can be exposed?

Form C can only be confronted when the Truth Progress has been issued by the Competent Authority Development Control (ABC1)

(In case the application form and confronted before the Development consent was issued, the application will not be supported and returned)

What is the next step after the plan amendment moved?

If the plan amendment are faced found to comply with the standards and guidelines, 2 sets of clean plan signed by an architect and also the original land owner, which takes into account the amendments shall confront to ABCI to issue a Letter of Development.

What if the application is rejected, what actions need to be made?

Architect / Engineer Professionals should ensure that all conditions or requirements are met prior to submitting the application to the ABCI. Architect / Engineer Professional shall ensure that all plans are coordinated by the comments made by the disciplines concerned (in accordance with standards and guidelines that are running at the moment.

What are the reasons for rejection?

Applications will be rejected if the special conditions or requirements and the departments or agencies concerned have not been met or plans that are faced not comply with The Standard and guidelines that are running at the moment.

What should be done to renew the Truth advances that have been repealed?

Petitioner / Applicant should be having a letter to the Competent Authority Development Control (BCI) to renew the Development Permission repealed.

Progress issued authorization is valid for one (1) year from the date of the letter of approval issued.

In summary, the function and role of the BCI are as follows: –

What is the procedure for getting electricity which involves supply from BPMC?

The Department suggests the contractors/consultants to consult BPMC directly

What are the procedures for getting temporary supply for the purpose of testing of electrical equipment and how long will the temporary supply be give?

Consultants/Contractors need to submit on-line OneBiz(step1) along with temporary OP from ABCi and Period of temporary supply is based on the temporary OP given.

Is OP (Occupation Permit) required to obtain electricity?

Yes, OP is required during initial submission on-line OneBiz.

What are the process and procedures for dealing with groundwork?

Authority of Building and Construction Industry is the agency that is responsible for giving out permissions for groundwork. For this issue, it is advised to send applications for groundwork to ABCI or SBCI counters for further information on the process and procedures.

What are the procedures for getting permission to use government land and developing it into a gas station?

It is advised to head to TCP main office for further information.

What are the procedures in getting the permission to use government land to be used for commercial development?

Application to get permission for using government land is to be sent to TCP namely the Chairman of the Site Selection Sub-Committee. The application form can be found in the department website. For further questions it is advised to head to the main office for this subject.

What are the process and procedures for getting permission for homestay activities?

It is advised to give the proposal in the pre-consultation stage. The department will review the application and provide feedback.

Is it allowed if a car garage (with walls) to be used for displaying goods for sale?

It is advised to write to the Department for further inspection as the lot has to be examined in advance to ensure the scope of permission of the initial building.

Complaint – Is the municipal department no longer accepting request to give review for applications for land division and consolidation?

TCP will write to the municipal department to inform that the municipal department still needs to give their review for land that is under the municipal department.

What is the application process for obtaining permission to renovate a business shop without involving the parking lot?

If the renovation of the shop unit involves additional floor space, the developer has to appoint a Registered Architect to submit an application to obtain the planning permission from TCP and then submit the permission to ABCI to obtain building renovation permission. If it does not involve additional floor space and renovations are internal renovation only, the application is to be submitted to TCP for planning confirmation and then to ABCI to obtain permission to renovate the store unit.

Complaint – ABCI did not receive payment for application for building permission?

It is advised to get confirmation from ABCI. While the payment of Planning Fee is canceled while waiting for a decision from the relevant parties.

Does the TCP website provide any information regarding business sites?

For now the information isn’t available in the TCP website. For more information, it is advised to go to TCS main office.

What are the procedures for applying billboard advertisements?

It is advised that the application to be sent straight to the Authority for Building Control & Construction Industry.

Where can I go to apply for business in a housing area?

Doing business activities in national housing areas is a violations of the housing conditions set by the Government. For Housing areas outside the RPN and STKRJ, cottage industries activities are allowed as long as the activity is being restricted in one room, operated by the homeowner and only allowed to use two foreign workers only.

What is Town and Country Planning (TCP)?

Town and Country Planning is one of the departments under Ministry of Development. The main task of the department is to plan the use of land and implement the development control for areas that are under the power of Competent Authority/ Planning Authority.

How to apply for a Temporary Occupation License (TOS) for an industrial site?

Applicants must submit the TOS for industrial site application to Darussalam Enterprise (DARE), Prime Minister’s Office. The relevant parties will make further research of the site application. If the site does not yet exist, DARE will submit a site application to JPBD for site identification.

Want to know the list of cottage industries that are allowed in residential areas?

Cottage activities that are allowed in residential areas (outside of RPN or STKRJ) include tailoring and food making such as snacks and kueh muih. However, the activities allowed are limited to one room only, owned by the owner of the house using only two foreign workers. However, for RPN or STKRJ areas, business activities are not allowed and these activities are in violation of said rule. Therefore, these activities are only allowed for residential areas only.

Must the owner attend ALL the IBA modules?

The IBA program is a flexible program that aims to provide a platform where enterprises can increase their skills and knowledge in starting, running and expanding a business. Business owners are recommended to attend modules on subject matters which they are not familiar with or have little experience in.

How long is per module?

Each module is normally conducted within a day, depending on the subject matter.

Are the courses conducted in English or Malay?

The courses that are conducted mostly in English language. The materials will be presented generally in English.

How do companies register to join the program?

Please email dare@ei.gov.bn. Each interested participant would be sent a registration form to be filled and emailed back to DARE.

Will there be certificates issued at the end of IBA?

Currently, there are no certificates issued for the participants of IBA. The courses are conducted by industrial experts from different areas and organizations.

Yes, the IBA program is open to any aspiring and existing entrepreneurs of all levels.
